Mali ranks 173 out of 177 countries in the most recent Human Development Index. It is a landlocked country in West Africa with a population of 12 million. Eighty percent of the people live on less than $1 a day; average life expectancy is 46 years; and literacy rates are in the 20 to 25 percent range.
